The channel was created in september 2003 on the initiative of Boris Gromov, the governor of Moscow region.
Initially, its broadcasting was formed by fifteen minutes issues of region news that familiarised the audience with the most remarkable events in the region. The channel launched 18hr broadcasting in February 2008, and 24hr broadcasting in September 2008.
